I am confused maybe you can answer my question. Why does the Holy Spirit wait to indwell the sinner until after he believes?

Benjamin Keach – Baptist preacher

“No man can come unto Me, except it were given unto him of My Father” (John 6:65). That which is given, Keach emphasized, “is what enables a sinner to come to Christ: the gift of the indwelling Spirit, the affections of a new heart, grace, faith, and divine power.” (Gospel Mysteries Unveiled 2: 394-95)

“Regeneration he described as “the forming of Christ in the soul,” a new creation or a new birth, which is accomplished by the agency of the Holy Spirit. Keach believed that Regeneration takes place when the Holy Spirit comes to indwell a person, and a new nature, that of Christ, is formed within the heart of that individual.”

Richard Sibbes - Puritan

“Sibbes taught that when the Spirit of God enters the heart of a sinner, regenerating him and persuading him of the truth of the gospel, the Spirit immediately begins to live within that person.”

“How may we know that we have this blessed, indwelling, governing Spirit? Sibbes said,” "By living and moving, by actions vital, even so may a man know he hath the Spirit of God by its blessed effects in operations…. as the soul quickens the body, so doth the Spirit the soul EVERY SAVING GRACE is a sign that the SPIRIT IS WITHIN US."
