Evangelism is the proclamation of Jesus Christ as Savior and Lord as He is offered in the Gospel. Christ laid the responsibility upon the whole Church to make this proclamation. The task is not restricted to ordained officers. Each member is to take his share of the responsibility according to the gifts God has given him.
Evangelism is not only to seek the conversion of sinners but also to build them up to become effective in the Church's continuing task.
-RP Testimony 10.6, 8
While the New Testament does not state plainly the authority or qualifications for a continuing office of Evangelist, it does clearly set forth the ministry of evangelism in calling all men everywhere to repent and believe the Gospel. Persons displaying the gift of evangelism should minister under the oversight of the Church in given situations.
