Luke's portrait of Cornelius' character shows that this man had been touched by the grace of God yet he did not identify yet as a Christian. Since Cornelius, a man who fell into the catalog of OT saints, lived in the era of covenantal fulfillment, he had to be drawn out shadows into the full light of gospel fulfillment in Jesus Christ. In order for Cornelius and his house to have a faith focused on Christ, the Lord directed him to send messengers to fetch a preacher to lead them across the spiritual bridge which spanned from Old Covenant shadows to New Covenant fulfillment.
