As he preached both the law and the gospel to Israel, the Holy Spirit cut the people of God to the heart and they confessed their sin in seeking a human deliverer rather than divine help. After hearing their confession, Samuel expounded the terms of the covenant to the people and the Lord's Kingship was renewed. With the Kingdom renewed, Israel was in position to receive leadership by the hand of the Lord through Saul's kingship.
